Çré Süta Gosvämé gives the qualification for Bhagavän to manifest (S.B.1.7.4):
Sri Süta Gosvämé said: "Thus he fixed his mind, perfectly engaging it by linking it in devotional service [bhakti-yoga] without any tinge of materialism, and thus he saw the Absolute Personality of Godhead along with His external energy, which was under full control."

PURPORT
This verse explains the trance Çréla Vyäsa experienced before compiling the Çrémad Bhägavatam. Çréla Närada Muni ordered Him to realize the Lord along with His energies, abode, and pastimes and then describe them for the benefit of humanity. Subsequently, Vyasa's trance revealed the complete Personality of Godhead and all His potencies.
In this verse bhakti-yoga, or devotional service in love, has great importance, as bhakti is instrumental in the process of realizing the Personality of Godhead, Bhagavän, but bhakti as used here refers to pure devotional service not that bhakti whereby one realizes Brahman as was described in Text Seven. This bhakti is amala, pure, with no material motives. It is devotional service in love of God.
